You download a program called Wordbiz. It allows to play either by the North American tournament dictionary (TWL) or the "everywhere else" dictionary (SOWPODS) used in Britain, Australia, etc etc. It even allows French, Dutch, Romanian, etc players to play each other.
The world's top players play there, as well as complete novices and everything in between. Good behaviour is enforced - abusive players are banned rather quickly.
If you mean a self-contained Scrabble program you can download and play against even if you're offline...try www.quackle.org. Or maybe you shouldn't. It's set to be the hardest computer player in existence (it was programmed by Scrabble experts), and you can't adjust the difficulty level. It ALWAYS plays at full strength, so it'll probably drive you crazy by crushing you game after game after game.
